Vermont Renewable Energy Bill Passes House & Senate - Vetoed by Governor!

H. 520 has passed both the House & Senate, but was vetoed by the Governor. Please contact your legislatures to tell them to override the special session on July 11th. You can find contact information for your representatives from the legislative directory.

The energy bill sends a signal that Vermont is open for renewable energy business, the good jobs we bring, and the clean power we provide. The energy bill supports renewable energy power projects of all types and all sizes—wind, solar, hydro, and biomass. The wind energy property tax set in the bill is good for Vermont because it will encourage wind farm investments here, which the state needs to have a clean energy future.

Legislators need to hear that their constituants support this bill!

House Bill H. 520 - AN ACT RELATING TO INCREASING ACCESS TO RENEWABLE ENERGY
This bill has many beneficial sections. Here are some of the more important aspects of the bill that will increase our use of renewable energy:
•Net Metering Changes - Raises the cap to 250kW, expands the number of net metering systems allowed (from 1% to 2%) and allows for full group net metering

• Requires utilities to establish inclining block rates for residential customers

• Establishes a new and simplified permitting process for meteorological stations used to measure wind resources

• Strengthen the existing SPEED (sustainably priced energy enterprise development) Program and existing renewable Portfolio Standard

• Establishes a formula for calculating the fair market value of new commercial-scale renewable energy plants for the purpose of setting the statewide educational property tax

• Requires studies be done on reaching the goal of meeting 25% of our total energy from farm and forest based resources by 2025 and increasing the use of biodiesel by the State Government.

•S.94 (Building Efficiency Bill) is incorporated into this bill. It would create a new efficiency-charge to fund heating energy efficiency improvements in Vermont.

• H.70, which would ease the permitting of RE projects under 5MW and make specific changes to the permitting of hydro projects under 5MW

• H.127 would enact a 40% renewable energy portfolio by 2018
